This position will assume the leadership and management role for the on- going, day-to-operations of the ITS eProcurement Service (ePROC) line of business that serves various State agencies. Responsibilities include: Responsible for all aspects of the day-to-day operations of the ePROC line of business; Develop work plans, schedules, project estimates and status reports for work activities. Provide management oversight and work direction to a team of 12+ application development and support perm/contract staff members. Work force planning and management oversight for staff members includes performance appraisals, training plans, competency assessments, interviewing, and recruitment and discipline responsibilities. Fiscal responsibility and accountability for expense and revenue budgets. Develop and manage the services delivery life cycle for various application development, maintenance and support activities. Build and maintain strategic business and technology plans. Vendor management obligations for key technology suppliers and service delivery partners.
Requirements
Extensive experience in software application development and support delivery with a demonstrated concentration of experience with Java centric web applications. Other relevant experience would include: Java application development platforms and tools; Oracle RDBMS; Solaris or Linux OS platforms; Managing and cultivating technology vendor relationships. Experience leading and managing a group of technical specialists in all aspects of the software development and service delivery life cycles. Experience with staff leveling and competency development, capacity planning, disaster recovery, and other related operational requirements; Customer service focused with excellent oral and written communication skills within a business and/or technical context. Prior experience leading a customer facing service delivery team is required; prior experience with the Ariba Buyer software application or other eProcurement software applications is desired; ITIL v3 Foundation with any Practitioner level certifications is desired.
Graduation from a four-year college or university with a degree in information technology, engineering, telecommunications, computer science, or a field closely related to the nature of the position and four years of progressive experience in the field of information technology. Experience in the field of work related to the position's role may be substituted on a year-for-year basis. One year of additional experience is generally required to progress beyond the minimum level.
ITS has a Career Banded compensation plan which encourages and rewards competency development. Recruitment for the position will target the Journey to Advance Level of the IT Manager Band. An additional year and a half of progressively related experience is required for each level above Contributing. Salary range for this position is $80,530 -$122,889 and will be commensurate with the applicant s competencies, as well as budget, equity and market considerations. For purposes of State Promotional Priority, this vacancy posting will be treated as a salary grade Journey 81 and Advance 84. Degrees must be from appropriately accredited institutions.
